Excellent article and I hope that Kevin Scott manages to have this changed. Under English Law, this has already happened.
Hopefully, one day the case will be solved.
In light of any fresh evidence coming forth, if this law is not changed then the accused cannot be brought back to trial. It is, therefore, a pity the Not Proven verdict was not returned.
In 2005, the parents of murdered Julie Hogg successfully campaigned to have this law changed. Subsequently, it resulted in the re-trial of Billy Dunlop who had previously been acquitted. Under English Law, this is retrospective, so someone could face a second trial if evidence such as DNA material, new witnesses or a confession became known.
Just a note to add.
There are a few ex-criminals who have written books about their crimes in England in which they make certain confessions. Someone such as this could find himself or herself re-tried.
