Its high time that the cops cleaned up there own back yard.
No Doubt many coppers backsides will be twitching at the prospect of having to be drug tested.

All Scottish cops to be drug tested in abuse crackdown

EVERY police officer in Scotland will be routinely drug tested in a crackdown on abuse.

Grampian is the only one of eight Scottish forces to test its officers but Tayside will start over the next few weeks with Strathclyde set to follow.

And plans are being drawn up for a national drug testing programme to be rolled out later this year.

The move, backed by the Association of Chief Police Officers in Scotland, will bring forces into line with the Army which has a zero tolerance policy.

Under the proposals, probationers will be tested on joining and every two years afterwards. Everyone who applies for promotion or for specialist posts such as firearms will be tested.

Random testing will also be used on officers who are suspected of using drugs.

There are growing concerns about the number of officers who are recreational drug users and may even be dealing.

It is feared that as many as 1000 officers - six per cent of the total force - use drugs on a regular basis.

Tayside deputy chief constable Kevin Mathieson said: "A national policy will provide a framework for the prevention and management of both alcohol and drug-related problems."

Norman Flowers, of the Scottish Police Federation, said: "We are against officers using drugs but are also concerned welfare issues be addressed when officers are found to be using drugs."

So, six percent of our Police Force's use recreational drugs. We should not feel to uneasy by these statistics. The police can assist these guys in going straight. More alarming, in cases like Kevin McLeod and Annie Davies the decisions to disguise these murders as accidental deaths were probably made by the ninety-four percent of non drug users. Here lies the real problem.
Any suggestions?

Six men - including a serving Scotland Yard officer and a former detective - have been arrested over the axe murder of a private investigator in a pub car park 21 years ago.

Daniel Morgan: found dead in 1987 One of those held on the suspicion of the murder of Daniel Morgan is private investigator Jonathan Rees, who was Mr Morgan's business partner in Southern Investigations.

Another is former Scotland Yard detective sergeant Sid Fillery, who was part of the original investigation into the murder and later took the dead man's job.

Mr Morgan, a father-of-two, was found dead in the car park in Sydenham in 1987. He had an axe embedded in his head.

Half an hour before his body was found, he had been drinking with Rees in the pub, the Golden Lion.

Pity this policeman wasn't stationed at Livingston, He would only have been facing days in jail instead of years.

Maybe he could ask to be sentenced at Hamilton where he might only get a fine like the two a few weeks ago

A measly fine of : For Jones, £2,000 and MacRobert, £1,250.
With this sentence it is obviously not meant to deter.

2 Paragraphs from Central Scotlands Chief Constable Andrew Camerons report regarding the death of Kevin Mcleod in 1997.

DESPITE INTERVIEWS UNDERTAKEN WITH ALL OFFICERS WHO HAVE HAD A CONNECTION WITH THE PROPERTY OF KEVIN MCLEOD THIS ENQUIRY HAS FAILED TO ESTABLISH WHERE,WHEN AND BY WHOM THE CLOTHING OF THE DECEASED WAS DESTROYED.

THE FAILURE OF THE FORCE TO SEIZE, RETAIN AND SUBMIT FOR EXAMINATION THE CLOTHING WORN BY KEVIN MCLEOD AT THE TIME OF HIS DEATH REMAINS INEXPLICABLE, ALSO THE FAILURE TO ENSURE THAT NECESSARY PHOTOGRAPHIC EVIDENCE IN RESPECT OF THE INJURIES SUSTAINED BY HIM WERE DOCUMENTED AND PROPERLY RECORDED.

Sweeping away the diversionary smokescreen, we see that the author, who would naturally be sympathetic to the genuine shortcomings of another force (not unlike his own), is nevertheless unable to dismiss a deliberate and, in my opinion, criminal act: the destruction of Kevin McLeod's clothes.
This was no simple mistake, for normal procedure is for property held by the police to be returned to the victim or, as in this case, the next of kin. On the contrary, this must have been a conscious and quite deliberate act. So, why were the clothes destroyed, who destroyed them, and who gave the orders to destroy them?
As to why Kevin's clothes were burnt (or otherwise disposed of), that is surely clear. A deliberate act like this is governed by motivation and the consequence of the action is designed to satisfy that motivation. Here, the result was the blatant destruction of forensic evidence.
If Kevin McLeod was viciously attacked, grabbed and thrown into the harbour, then what would almost certainly have been present on his clothes?
Kevin was a fit and strong young man, whose blood/alcohol level indicated the consumption of merely two pints of beer that night, so he would probably have offered serious resistance. Blood, hair (possibly) and tissue or nail fragments from his attacker(s) would almost certainly have been present on his clothing. Who would know this? The person who authorised the disposal of Kevin's clothes would know this. So why did they issue such an order? This is for the criminal justice system to determine – a criminal justice system that, in failing Mr and Mrs McLeod, has failed us all. All, that is, except the wicked and the corrupt.
