There is not only a reluctance to obtain these reports, sometimes the reports exist but the defence teams fail to deploy them.
In my own case a forensic report existed but none of the experts were called by the Crown Or Defence.
This is despite their report having exculpatory evidence in my favour.
Why did my defence team never use this material ?
And for the benefit of doubt, I never saw the report till after I sacked My Lawyer.
the report can be seen here:

So it is not always a case of no reports being commissioned sometimes the defence do not look nor investigate properly.
Sometimes they just turn a Blind Eye.
I went ape with my defence team for not calling a Solicitors evidence and their excuse to me was: We did not want to be seen to be calling the Police Liars
They have denied this now though and said they would not hesitate in calling Police Liars, But the big question still remains in my case: Why didn't they call the Solicitors evidence then ? It was certainly capable of casting a huge doubt over the police evidence.
Are they not being allowed to challenge the prosecution experts as Iain suggests ?
The mere fact we still have three "Discredited" workers within SPSA and giving evidence in our courts speaks volumes.
Here is what I was told in 1982 by the legal Aid board when I asked for Legal Aid to seek opinion of Counsel for appeal:
